If you are a victim of crime, you might be eligible for assistance through our limited crime victims fund!

The primary purpose of the Fund is encouraging greater victim participation in the apprehension andprosecution of criminals and reimbursing innocent victims for certain out-of-pocket expenses incurred as a result of violent crime. The financial assistance may be limited or unavailable depending on the foundation’s financial resources

Basic Qualifacation requirements:

At the time of the crime, you must have been a US contractor working on a military base abroad.

The crime must involve a US military or federal contractor who becomes a victim in another  country that does not have crime victims' compensation benefits for which the victim would be eligible.

The crime must be reported to the appropriate law enforcement agency within a reasonable period of time, but not so late as to interfere with the investigation and prosecution of the crime.

Who Qualifies:

An innocent contractor victim of sexual assault who suffers physical and/or emotional harm

an authorized individual acting on behalf of a victim

a person who legally assumes the obligations or voluntarily pays certain expenses related to the crime on behalf of the victim

an immediate family member or household members related by blood or marriage who require psychiatric care or counseling as a result of the crime

What crimes are covered:

Crimes involving "criminally injurious conduct," which is defined as conduct that occurs or is attempted, poses a substantial threat of personal injury or death and is, or would be, punishable by fine, imprisonment or death. This includes sex offenses, assaultive offenses, and other violent sex crimes in which the victim suffers physical or emotional harm or death.

What to do immediately after being sexually assaulted:

If you have been raped FIRST go to the hospital or contact local law enforcement or your nearest United States embassy http://usembassy.state.gov/ . If you think you have been drugged ask for a drug test so authorities can find any drugs in your system used to incapacitate you. Make sure you get a forensic medical exam.

Make sure you report it!

In order stop future violence against women, and men make sure you report the assault immediately to ensure the preservation of evidence. Remember no one has the right to have sex without the complete consent of the other person. Rape is never your fault. You have nothing to be ashamed of.

Preserve Evidence!

If possible, after an assault do not bathe, douche, urinate, brush your teeth, gargle mouthwash, change clothes, eat, engage in activities that may contaminate evidence, or chew gum. All of these activities may destroy evidence. If you have to urinate make sure you collect the urine in a clean jar/container that has a lid and place it in a refrigerator. Date rape drugs can become non detectable in as little as twelve hours. Do not launder your clothes, sheets, or anything that may have evidence of the rape on it. If, for any reason, you cannot get to a hospital, or see authorities immediately, take pictures of the injuries yourself. Get medical attention immediately even if it appears you have no injuries. It is important to determine the risks of sexually transmitted diseases or infections, and pregnancy. Sometimes there can be injuries that you may not be aware of.

Helpful Resources after being injured or sexually assaulted abroad:

For support following victimization, contact law enforcement. For additional information and services for victims of physical assault, visit the following Web sites: If you are abroad and are in a state of emergency, contact your nearest embassy - http://usembassy.state.gov/ . If you have been raped or assaulted make sure you preserve all evidence on your body (not changing clothes, taking a shower etc.) until you have had an adequate rape kit performed. When you are working for any U.S. government contractor/subcontractor company overseas and have been sexual assaulted, injured, or suffered psychological trauma to the extent of not being able to work; you may be eligible for workman's compensation under the Defense Base Act. The http://www.ojp.usdoj.gov/ovc/welcome.html is the Office for Victims of Crime. It is a resourceful tool to find an advocate, know your rights as a victim, crisis phone numbers, crime victim's compensation programs etc.

If you are an American citizen currently working overseas or are going to work abroad in the near future you may want to register with the U.S. department of state about being abroad or your upcoming trip abroad.
